Genentech will invest approximately $750 million to build a new manufacturing facility at its Hillsboro campus, the biotech company announced Thursday, Aug. 20.

The device fill-finish plant on NE Brookwood Parkway, where injectable medicines are loaded into syringes and delivery devices, is expected to create 250 permanent manufacturing jobs and about 200 construction jobs during development. Commercial operations are targeted for 2031.

The announcement came eight days before contractor Amentum disclosed 74 layoffs tied to a lost Intel contract, as we reported Aug. 27. Mayor Beach Pace has said those layoffs show why Hillsboro must diversify its tech-heavy economy.

Genentech's new facility will produce pre-filled syringes and autoinjectors, adding end-to-end device filling capability to the 75-acre campus the company has operated since 2006.

The Beaverton Valley Times reported the project will roughly double the size of the existing site.

"We are proud to make this significant new investment in Hillsboro, building on nearly two decades of Genentech manufacturing in Oregon," CEO Ashley Magargee said in the company's press release. "Thanks to its skilled workforce and strong community, Hillsboro remains vital to our U.S. operations."

Pace called the expansion "a huge win for Hillsboro and Oregon and one that will create more high-paying jobs for local families," according to the same release.

State support is part of the deal. OPB reported a forgivable loan from Gov. Tina Kotek's Strategic Reserve Fund will help offset early capital costs, though officials declined to disclose the amount. Kotek's office said Oregon's life sciences sector generated $21.2 billion in economic impact in 2023.

As of Aug. 20, Genentech had not submitted an application to the city for an Enterprise Zone property tax exemption, according to OPB.

Genentech, a member of the Roche Group, employs about 25,000 people across 24 U.S. locations. The Hillsboro expansion follows the company's $2 billion facility under construction in Holly Springs, North Carolina, targeted for 2029.

No groundbreaking date or permit filing timeline has been announced. The next public milestone is the 2031 commercial opening.
