A long-empty Beaverton hotel is about to become a place for people rebuilding their lives — but before the doors open, Washington County is asking the surrounding community what rules should come with it.

The county is taking public feedback through Friday, July 10, on a draft “good neighbor agreement” for the $28.5 million Cornell Road Recovery project at the former DoubleTree Hotel, 15402 NW Cornell Road.

The agreement lays out how nonprofit operator Helping Hands Reentry Outreach Centers will work with neighbors, including keeping the property maintained, responding to debris or unauthorized camping nearby, and communicating regularly with the community.

The document is not a legal contract, but it will serve as a roadmap for how the project is managed once residents begin moving in.

The former hotel is being converted into 75 to 85 transitional housing units for people recovering from drug and alcohol addiction. The program will provide case management, behavioral health referrals, job support and life-skills training, with stays capped at 24 months.

To address security concerns, the plan includes dozens of cameras, new lighting, key-card access and a 10 p.m. to 7 a.m. curfew. Participants must also follow a code of conduct and maintain sobriety.

Some nearby residents have questioned the project’s location near several schools, including Oak Hills Elementary, Terra Linda Elementary and Sunset High School. The county said the region’s dense school network means many potential housing sites will be located near campuses.

Washington County has not announced an opening date, but the project website lists a 2026 launch.
